Statistics South Africa published Census 2022 at province, district and municipal level. Some of the reports have been retracted due to the post enumerated surveys which highlighted major issues. The final sub-place data will only be released towards the end of 2024, we hope.
There has been three Census years in South Africa since 1994: 1996, 2001, 2011 and now the contentious 2022. We have clarified this over and over again, but this is these are the most problematic areas:
RESEARCH IN UNDERSTANDING THE ISSUES – SOME EXAMPLES
• Rustenburg shows a growth of 12,740 from 2011 to 2022. In order to verify this, we contacted the council (mostly acting), District Council of Bojanala who referred us to figures published by Wikipedia. Estate agents said there is limited housing stock and major expansion. We were told to look at retail expansion as well.
• Tshwane/Pretoria/Centurion overlaps with the North West Municipalities as well as the Cities of Johannesburg and Ekurhuleni. Primary research with agents, residents and estate management reveal that more work is required. IDP’s do not match with Census, nor does Statistics South Africa mid-year population estimates.
• The City of Johannesburg is a particularly favourite because the council says that in terms of registered properties, they have 674,067 full title homes and 279,403 sectional title homes. This excludes large parts of the city where dwellings are not registered. Also, Emfuleni and the City have overlapping settlements at its borders.
• Rural/Urban/Semi Urban: In the rural area of Ditsobotla, Witzenberg, Swartland and more, the low-income inflow areas have largely become “no-go” areas because of a lack of control on the establishment of settlements, as some of these are by the Department of Human Settlements, some by land invasion and others through illegal housing construction.
• Cross border areas: Kwaggafontein is an area to the west of the metropolitan area of Tshwane. Many members of a household could live in a room/informal shack and commute weekly. The same is true of municipal boundaries that were changed, as they also cross provincial boundaries (Siyabuswa, Collins Chabane, Makhado, Thulamela).
We are sure that there will be a move to correct the information, and a proper classification system will appear.
